Condiciones institucionales y Transparencia. Contraste entre dos entidades: México y Oaxaca
Abstract
Transparency is a new citizen’s right inMexicothat has been established to assist in the reduction of corruption. The Mexican states have established regulatory, infrastructure and administrative structure coupled with the recommendations of international organizations about the incorporation of society, they want to ensure institutional conditions to implement the mechanism of transparency. From the analysis of 5 surveys of Mexican municipalities, a comparison is made between institutional conditions and the level of corruption in two states: the State ofMexico, economically more developed, andOaxaca, less developed. The result is that the state ofMexicois aboveOaxacain institutional conditions, but maintained higher levels of corruption. The main conclusion is that the institutional conditions are necessary but not sufficient for the establishment of mechanisms for transparency. It is necessary to consider the diversity of the communities before establishing uniform rules and clarity is needed on society participation in the operation of this mechanism.
